Introduce outer norms to three stopping criteria #417

On manifolds, that have components (PowerManifolds, ProductManifolds, and soon Euclidean), this PR introduces for

  • StopWhenChangeLess
  • StopWhenGradientChangeLess
  • StopWhenGradientLess

the possibility to specify this outer norm, for example as outer_norm=1 for the 1-norm or outer_norm=∞ for the maximum norm.
