This PR proposes user stories for governance guardrails. This is based on the Plutus Governance guardrails script that is enacted/to be enacted as a constitution script that checks for unconstitutional values when proposing a new protocol parameters update governance action.
The parameters and their values are based on Plutus cardano-constitution
