  1. Simplify working with current epoch number 

    Placement of `epochInfoEpoch`, `epochInfoFirst` and `epochInfoSize` in a
reader monad was superfluous.

Another improvement is making current epoch number lazy in the
environment, because that information is not necessary for all types of
transactions
