Update quality tools.

- Add pyproject-fmt to quality tools.
- Remove safety from quality tools.
- Remove duplication between unittest.sh scripts.
- Remove duplication between quality.sh scripts.
- Remove duplication between pip-compile.sh scripts.
- Remove duplication between pip-install.sh scripts.
- Add type checking to Python tests.

Closes #8928.
