I've thought a bit about how can we add both development and preview links to the CDS Hooks and came up with this solution - create a menu within the main spec that contains both sets of links. This is similar to how the FHIR spec makes different versions of a resource available with the "Page versions: R5 R4B R4 R3 R2" links.
