[Prod] Update AR page state on save draft goals

Description of change

Ensure that the Activity Report page state is updated to show the correct label when "saving draft" for goals

Adds a link to the PR in the slack success deployment notification.

How to test

Create a report, fill out recipients on first page, add a goal, save draft (not save and continue).
Return to landing page, clear local storage, return to report.
Goals and objectives should show "in progress"
