Fix Firebase warning

The Cloud Functions emulator requires the module "firebase-admin"
to be installed as a dependency. Warning: To fix this, run
"npm install --save firebase-admin" in your functions directory.

This has been capped at version 11 which is the highest compatible
version that works with [email protected].
