Add some supplementary data and documentation for the public bigquery data sets.

Creating new tables

  • offshore_infrastructure_meta_v20231106
  • vessels_meta_v20240605

And new views that join the base data with the meta data

  • offshore_infrastructure
  • vessels

@fspaolo This is ready to merge. The tables created here are published now in global-fishing-watch.paper_industrial_activity and used by the public looker dashboard here: https://lookerstudio.google.com/reporting/0496af50-2058-4dce-a1db-bc5f083f3450/page/8yf1D. Note that the new table that Pete uploaded recently is NOT documented here.
