Developers MAY use informational constraints for development and ad-hoc debugging, but such a constraint MUST NOT be merged into a branch for release to downstream stakeholders without project technical leads' approval during code review. That review SHOULD include a review of a documented use case for how FedRAMP package review or alternative stakeholder will act upon this information.
