feat(AC2): Added support for elective preregistration and corrected preregistration process

Proposed changes

1. Implemented Elective Pre Registration Process.
2. Changed the way how preregistation data is directly stored in Final Registration table and Course Registration table and now it is only stored in Initial Registration table.
