Modify cmake to install in standard GNU locations and add Debian package support files

Hi again, added the build steps to test the Debian packaging. Can not see if the change is working due due to

1 workflow awaiting approval

Looked like the universe repository was not activated in the github ubuntu image.

Added sudo add-apt-repository universe to the Debian package build step.

 The newer Ryzen controller does not like to be run as root
 (sandbox complain). Better run the application as a normal user
 and let the user space binary run as root if launched via the ryzen
 controller app and user bellongs to the ryzenadj group.

Guys, if the developer is not active anymore, who would be interested in making a Github organisation and forking it there? I think maintaining it is easier in that case
