Create french language
Use new `/ftbultimine config` command, which is smart: if player is op, then they get a choice of client or server config to edit. Otherwise it just opens the client config.

Now prettier and repositionable!
Note: will reset altered settings to default! Also added `preview_line_alpha` settings And fixed overlay panel display when shape options are not being shown (`require_sneak_for_menu` is true and not holding shift)

Bunch of commits but basically just the GUI improvements & added a couple of translations (fr_fr/tr_tr)
