docs: remove outdated docs that moved to the wiki (#10850)

## Summary

These documentation pages are out of date need to be removed to avoid
confusion. Please refer to the
[releasing](https://github.com/Esri/calcite-design-system/wiki/releasing)
and
[monorepo](https://github.com/Esri/calcite-design-system/wiki/monorepo)
wiki pages instead.
