Move existing frequency array options to a structure, and add new options to that structure. New options include averaging by some factor or by binning, forcing evenly spaced frequencies when averaging by some factor, and flagging frequencies with a custom flag array.
Additionally, ratio and diff wrappers were updated and options were added to specify the kz array at which the frequency dft is sampled.
