Arabic translation for the CONTRIBUTING.md file (CONTRIBUTING-ar)

It adds a file Named Contributing.ar. and a hyperlink to it in the read-me file.

This PR adds the Arabic translation of the CONTRIBUTING.md file as CONTRIBUTING-ar.md.

This translation makes it easier for Arabic-speaking contributors to understand the guidelines and contribute to the project.

The translation follows the existing English version, ensuring it's compliant with the project's licensing and contribution rules.
