agh! Now that NetCDF is not SegFaulting anymore (well, we not installing it), there is another issue with (possibly) Julia and curl, see curl/curl#14860 and linked JuliaLang/Downloads.jl#260 |

Description
Partly addresses #3476 by allowing a segfault-free
esmvaltool install Julia, the core problem is reported at JuliaGeo/NetCDF.jl#195This PR allows all our tests to pass again, but will invariably break all Julia recipes, that are already FUBAR anyway 🪖
