0.0.4 The I forgot to keep up with releases release

Large update with many things changed:

• Few structure changes to #top-10-suggestions
• In the admin queue, react with :thinkBot: to enter commenting mode for that report. This means admins can quickly comment on something if custodians report it.
• bugfixes
• Added autorole, bot will automatically promote you!
• same with autoderole, if you’re inactive for a week, you lose a level
• !stats shows how many days until you can get the next rank now, thanks @ThaTiemsz
• !stats sends you a DM now instead of posting in the channel
• Probably more stuff I forgot about, oh well

Next release might be a bit different than normal, we're doing a complete rewrite of the bot in the rewrite branch, so stay tuned to that if you care about how the bot is dev'd.

• #top-10-suggestions now is functional and shows a list of the current not completed top ten suggestions
• !info and some other commands were changed/fixed. (!info actually works now!)
