Bump versions

- Upgrade Kotlin to 1.9.20
- Upgrade Ktor to 2.3.5
- Upgrade Kord to 0.11.1
- Upgrade ksp to 1.9.20-1.0.13
- Upgrade Gradle to 8.4
- Upgrade com.gradle.plugin-publish to 1.2.0
- Upgrade com.github.gmazzo.buildconfig to 3.1.0
