" governments working in developing areas will find OSM data more complete than competing commercial products. Less wealthy countries cannot afford expensive products and will tend to use open GIS systems (like QGIS) and open sources of spatial data like OSM. \r\n\r\nIn developed countries the offering from ESRI seems to dominate. Note however that ESRI uses OpenStreetMap data and repackages it so OSM involvement is disguised.
