Helper function for downloading submission results for a challenge phase

Challenge organizers often want to download all the results of a challenge. There isn't a very clear path to walk since we store all the outputs per submission.

A good way would likely be to make the download a prediction.json button on the evaluation detail page an actual end-point. We could then download that and use it to load the predictions and download from that.
