fix: Backport several fixes for version 4

Description

Pull in the Grafana dashboard updates in pgMonitor 5.0.0 to pgMonitor 4.11 to be able to support an upstream supported version of Grafana 10.4

Backport fix to support 3 number version of pgBackRest
