  • Updates the short-term counting program README for comprehension, and to reflect recent count program updates

This is a massive improvement. Thanks @mkewins!

- elaborate on "other useful tables" section
- add school/routine hours info for TMCs
- elaborate on vehicle, bike, and ped movements for TMCs

made a few updates. thanks for the review @Nate-Wessel. let me know if there are any last comments about the recent updates.

will wait for @dmcelro to review... or merge in the next few days if still waiting.
