qq: I assume our package is only support python 3.9+. Will this be an issue?

Updated this to be 3.10

qq: If I understand it correctly when you tag a version, it will do below three things.
- test pypi release
- pypi release
- github release
Is this the practice the most other GitHub repo is using?

This is based on PyPA documentation. There are definitely other ways to do it that I'll look into for the future
