Update for fall 2024

Setting up the repo for Fall 2025. Major changes to the repo. Including:

1. We are now using terraform test framework instead of kitchen test, due to the deprecation of kitchen-terraform.
2. Since we are not using kitchen-terraform, ruby is no longer needed.
3. Since ruby is no longer needed, we no longer require the Dockerfile
4. Github actions now run directly on runner with terraform test
5. Terraform version is now 1.9.2 and provider versions are updated to the latest
