I'm going to merge this myself because all of the reviewers are out for the holidays. I will continue to leave a coherent PR trail for upcoming changes and we will review retroactively. |

Storing resource manifests in secrets is currently somewhat supported but lacking functionality. I'm going to remove it for now to simplify things for easier refactoring - we can add support back later once things are more stable.
