Some SVG renderers, like the KDE file preview, or Inkscape don't support rgba in fill-opacity. Browsers generally do support it. In https://gitlab.com/inkscape/inbox/-/issues/1195 it is claimed that this does not conform to the SVG1 spec, so separate out fill-opacity and fill.
