Documentation about the scripts delivered with alignak repo and alignak.ini file

As proposed in Alignak-monitoring/alignak-packaging#18 (comment), this PR documents:

  • an Alignak.ini file that is used as an entry point to describe the installed alignak configuration
  • the scripts delivered in the repo's dev directory to start/stop alignak daemons
