Improvement of the visibility of the progress box in budgets component

Is your feature request related to a problem? Please describe.
As a visitor, it is likely that I arrive at the participatory budget voting through a link to the detail of a given project.
From that page it is not clear to me what the flow of the vote is.

Describe the solution you’d like
I would like:

• to have the progress box visible and anchored by default, with clear instructions both in the Budgets index and in a Budget detail page.
• to see more consistency between the index interface and the detail interface of a Budget. For that, the action buttons should be the same. Instead of having a button that says "add to my vote" I should see a check icon with the text "add to my list"
• to not see the money progress bar when ít has the rule "minimum projects to vote". I should see how many projects I've added to my list (see mockup for a better understanding).

Describe alternatives you’ve considered
In the future the Budgets component could be included in the Elections component as an additional voting system.

Acceptance criteria

• As a visitor I can see the progress box anchored and visible from the Budgets index page
• As a visitor I can see the progress box anchored and visible from the Budgets detail page
• As a visitor,
  Given that I close the anchored progress box,
  Then it is displayed in its normal position
• As an admin,
  Given that I enabled the voting rule by projects,
  Then the number of selected projects is displayed in the progress box instead of the percentage of the total amount.
