Transparent balance that cannot be used

When making a transaction to TEX, if for some reason the T to TEX transaction is not completed, the balance in the refunding T addresses can be seen in the wallet from Fund Pools, but this balance cannot be used for shielding.

In my tests the balance sent is small, but if this happens in a transaction with a larger amount, will the user not be able to use that balance, will the user be able to shield that balance?
