add software dependency to generate ncml

Because I am installing a new OS, may be in instructions, we should have way to install python and dependencies.

This is one way to install python dependency:

• could not install yaml directly from conda.
• This worked and installed netcdf libraries from python as well....
  ---- conda install -c conda-forge yaml2ncml
  ---- dont need yaml2ncml.py etc. then in the folder
