[Feature] Storage Integration Across Plugins

Is your feature request related to a problem? Please describe.
Given the use of storage within the core system and remoteUpload/Download it would be good to look at how we can utilise this in other plugins - email (attachments), local (for reading, writing and deleting storage maybe?) and I'm sure a few others that would be useful. This would also give us more piece of mind from a security perspective by giving users the ability to upload/download files stored on the host server but with jimi's ACLs preventing unauthorised access to the system or other files not owned by the user group.

Look at various plugins that we can implement the useStorage option like in the remote plugin.
