We need to change all image styles to start using webp in order to improve performance.
For older browsers we should take care and provide a fallback

We cannot move forward on this issue until 9.1 is sunset, which is scheduled from late Q4 2021. We will work on this issue after sunset is complete and Drupal 9.3 is released from beta from Drupal.org
