Launching Hb error 11.4

I tried to open the homebrew application a couple of times and it keeps giving me the same error:

something failed :(
please report error code above.

I actually have no idea what to do and any kind of help would be really appreciated. I've read a couple of posts on here and it didn't seem to resolve the issue.

*I'm using an old 3DS and on v11.4 after updating.

UPDATE Okay so I downloaded the OLD 11.2.0-37U otherapp payload to the "hblauncherloader" folder on the SD card and renamed it "OLD-11-4-0-37-USA.bin", but when I try to access into Homebrew Launcher it keeps saying "the homebrew ropbin is ready" before bringing me back to the home menu (so it's not crashing).
