Should we merge the use cases document and protocol document into a single RFC track document? #12

We currently have two documents progressing separately.

https://github.com/deansaxe/wimse-token-exchange-and-translation

As the work progresses, should we merge these into a single RFC track document? This is related to #11 but must be answered separately.

My sense is that the documents should remain on separate tracks and be developed in close coordination. However, I would not be opposed to merging the documents if there is consensus to do so.
