新增菜单目录排序为0时，菜单下的页面打开报404 #301

新增菜单目录排序为0时，或者排序排到最前面，菜单目录下新增页面后，点击菜单页面会报404，调整菜单目录只要不是最顶上，则正常显示，这个如何修复？
