Command Group

When a single command group is created first, it is no longer possible to create a command that is not inside that group.

Steps to recreate:
Start with no commands or command groups defined.

1. create a command group
2. deselect command group in panel
3. create a command

Expected Result:
New command appears in panel, not in command group.

Actual Result:
New command appears in command group.

Additional steps:

1. delete the command group
2. create a command

Expected Result:
New command appears in panel, not in command group.

Actual Result:
New command appears in deleted command group.

Work Around:
Be certain to create a command in the panel first, before creating a command group. Any time you want a command in the panel, select this placeholder command first.
