GI 2019-09-05:
You can make a reservation on Flandrischer Hof’s reservation system. This is advantageous for the hotel compared to booking via booking.com et al. You can still cancel the booking until arrival day, 18:00. You don’t have to leave you credit card number for the reservation. The downside is that the booking is only guaranteed until 18:00 on the day of arrival. You might need to call them and tell them that you will arrive later.
For leisure travelers, the city of Cologne charges 5% on top of the accommodation cost as a so-called “culture fee”. At Flandrischer Hof you can specify that you are traveling for business and that you need an invoice with your company’s name on it. Maybe this is sufficient for them not to charge the 5%. I’ve seen that at other places, you need to present a statement issued by your employer that you are a business traveler. Otherwise they’ll charge you the additional 5%.
dmaus 2019-09-09: There is an official form (of course there is a form!) for this: Statute on Charging a Tax for the Promotion and Advancement of Culture (Official Form).
