OpenVPNService can't restart on boot

Hi again. I suppose this is OpenVPNService2 related, but don't know if it's supposed to be reported here or in the openvpn bug system (i reported it in both sides - https://community.openvpn.net/openvpn/ticket/804 )

Environment:
Windows 10 Home 64Bit

Steps to reproduce:

1.In "Services" set OpenVPNService to start "Automatically" on Windows Logon.
2.Reboot.
3.OpenVPNService started.
4.Go to "TaskManager" > "Services" tab > Search for OpenVPNService > Stop it!
5.ShutDown (not reboot)
6.Turn computer on.
7.OpenVPNService didn't start.

NOTE:This happens ONLY in this case! It does not happen if, for example, in 5. you reboot, instead of shutdown.
