The release 1.8 of main PowerAuth SDK added support for protocol version 3.2, but that require to use the time synchronized with the server. Unfortunately, there's no time synchronization with PowerAuth Server available on watchOS version of the library. We track this as a "known bug" of version 1.8
The most doable way how to do this is to send the information about the time synchronization from iOS device to watchOS, once the iOS counterpart gets that information.

This ticket is about to implement changes on iOS SDK side. The watchOS counterpart is wultra/powerauth-mobile-watch-sdk#7
