Is your feature request related to a problem? Please describe.
Right now, dev environment currently only holds canonical versions of resources form feature branches. Those get destroyed once feature branch is deleted. We will need permanent resources in dev as well

Describe the solution you'd like
When deploying to staging, we should also deploy to the dev-default workspace. The dev-default workspace is currently empty.
