Improve error message when importing a project with missing or broken wpilib_preferences.json

Currently says "Failed to detect project type. Did you select the build.gradle file of a wpilib project?".
The error only occurs when wpilib_preferences.json does not have a valid language property or does not parse, and the error should be adjusted to indicate this.
