Describe the bug
A clear and concise description of what the bug is. Please be as descriptive as possible.

To Reproduce
Steps to reproduce the behavior:

Go to the shop page, add the product to the cart
Go to Cart or Checkout and add a 100% discount coupon
with classic Cart and checkout check that Amazon Pay is still visible and makes visible other payment methods.
deactivate Amazon Pay, and check that all Payment Methods are hidden.
With Cart and Checkout Woocommerce blocks is working as expected

Expected behavior
Amazon py should not render if the total order is zero

Isolating the problem (mark completed items with an [x]):

I have deactivated other plugins and confirmed this bug occurs when only the extension is active.
I can reproduce this bug consistently using the steps above.
