As I recently wrote in the README, packages on CRAN that use instantiate will need to be installed from the source. Pre-compiled binaries will not work because CRAN does not have CmdStan. Not only that, but the compiled models have to be linked to a copy of CmdStan on the user's system (c.f. stan-dev/cmdstan#1175), so any binaries would not be usable anyway.
This is a big limitation, and I am not sure how to solve it other than making users aware.
