Set contract to phase 2

Blocked on #15 and #16.

The contract is launched and has two phases. In the first phase, the owner of the contract can claim initial stars and put a bid on them. This is how Premium stars will be sold and how giveaway stars will be given to everyone we promised them to at the hackathon.

The contract has a function to mark the end of phase 1 and start of phase 2, which will let anyone claim any unclaimed star for a .015 eth price.
