Logging

While the framework was originally designed to including logging the system was eventually forgotten about, broken, and removed.

Create a new framework system that allows both routine data logging (every robot cycle) and error logging.

This system should track where and when messages come from (class and line number and time stamp).

Ideally quantitative data will also have some kind of desktop/web application for interacting with it.

Would also be interesting to have some integration with shuffleboard, but we may want to wait for the new dashboard to come out before committing to something there
