[JDK18] -Djava.security.manager=allow must be set when enabling security manager using -secmgr argument #287

Starting JDK18, when enabling the security manager using the '-secmgr' command line option, the '-Djava.security.manager=allow' system property must also be set.
For example:

java -jar -Djava.security.manager=allow my-app-bootable.jar -secmgr
