speedy: CSD F8 should include a |date=6 September 2024 parameter containing the date of tagging

Note that CSD F8 places a {{db-commons}} tag, which is a redirect to {{Now Commons}}

Acceptance Criteria

• when tagging CSD F8, the wikicode that gets written to the file page should be {{db-commons|date=6 September 2024}} instead of {{db-commons}}

Marginally related point: CSD F8 is currently duplicated under both the Tag and CSD sections (as {{now-commons}} and {{db-commons}}). It might be worth it to remove it from Tag?
