If the draft talk page contains more than just banners, display a notice about this on the draft page

So that reviewers don't miss important discussions about the draft, which could be helpful for doing their review properly.

An easy way to do this would be to scan the wikitext for ==. If found, display a notice in the standard orange box for displaying messages:

[NovemLinguae]

A user suggested casting a wider net than just checking for headings, since a newer user might erroneously post a comment without a heading.
