Adding LLE (and DLP) (especially for Mario Kart 7 Local Multiplayer)

everything is in the title, on Citra PC or the Android application from the Citra team it is possible to activate LLE (Low Level Emulation) and the options that go with it (including DLP) which allows, among other things, to "debug" the creation of a local multiplayer lobby on Mario Kart 7, which allows you to play local multiplayer.

It would be really good to add this function to allow us to play local multiplayer on MK7, moreover, this function is already present in a Citra Android app (that of the Citra team) so this function is potentially integrable
