Update header and footer with new Illinois 2024 branding #1010

Our current theme doesn't conform to the new branding standards at https://brand.illinois.edu/.

@bryanjonker-illinois released a 'lite' version of the Toolkit v2 that removes the header and footer: https://github.com/web-illinois/shared-components/tree/main/toolkit-lite-v2. The files are available from:

This is a stopgap approach until we can integrate the new branding with version 3 of the Toolkit.
